Nations of Micronesia
The NOM group started from the Department of Health Public Health Nurses back 
in 1997 when PHNs recognized the need to learn about the culture of the 
growing clientele population from the Freely Associated States (Micronesian 
nations that have entered into a Compact of Free Association [COFA] with the 
United States) who were the emerging new immigrant group in Hawaii. The group 
met to develop a resource manual of cultural information to help nurses in 
their practice. The manual was very grassroots and had sections for the 
states of Republic of Marshall Islands, Federated States of Micronesia, 
Palau, and the Commonwealth of the Northern Mariana Islands. The manual is in 
each Public Health Nursing Section. Other DOH agencies were invited to 
participate in this group since and reproduced manuals if they wanted one. 
The group then had participation of other DOH programs such as Bilingual 
Health Services and Early Intervention. Other agencies came when there were 
speakers on the populations. Then outside agencies came because they had 
needs also in working with this group. The group collated a collection of 
whatever brochures each agency had already in the translated languages.

In 2004, the group expanded to include more community groups and also 
representation from the COFA groups themselves. The group is very 'fluid' in 
that networking is constantly going on as participants come to the group. 
Some can have representation at meetings and some can participate by bringing 
concerned issues to the table, etc. We've tried to maintain a more stable 
network broadcasting list by having one recorder and facilitator. (In the 
past, we tried to rotate at each meeting but it was too hard to establish 
some continuity). Because every agency has their own program missions and 
workload we try to utilize the meeting time wisely. So in essence, we are all 
volunteers with the common interest of learning how to better address the 
needs of this emerging population. A resource directory has been created that 
will be posted on this website. These resources include materials for health, 
social, education, legal, housing, etc. The target audience are providers who 
work with this group and also consumers who have internet access. Another 
recent role of the group is advocacy--participants brought a concern to the 
table and a sub-committee worked on problem solving for that specific issue. 
The group mailing list includes other community agencies so announcements can 
be broadcast through email.
